
The non-creamy layer certificate is also known as NCL Certificate. The term “creamy layer” refers to the economically advanced sections within the Other Backward Classes (OBC) category who are deemed ineligible for reservation benefits. It is a document issued to individuals who belong to the category of Other Backward Classes (OBC) in India and certifies that their family or parent’s income is less than Rs. 8 lakhs per annum. It provides reservation benefits to the students or individuals for Governments Jobs, Educational Institutions and Scholarships.

1. Mandatory Documents:
- Digital OBC/MOBC Certificate issued by regulated authority.
- Permanent Resident Certificate or any other proof of residency like registered Land Document, Voter ID, Aadhaar Card, Electricity Bill, Bank Passbook first page, Ration Card (Self or Parent), etc.
- Digital Income Certificate from controlling authority or Income Certificate of the parents/husband/wife of the applicant from the Circle Officer if they are Agriculturists or Income Certificate Treasury Officer if retired salaried parents.
- Scanned Copy of Application Form (filled up)
2. Optional Documents:
- Other documents like Voter List, Affidavit, Existing OBC/MOBC Certificate, etc.
- If the Income Certificate holder is applicant’s husband or wife, then Marriage Certificate to be uploaded.
Note:
✔ The applicant who is applying for NCL Certificate should fill up the form by themselves.
✔ After the submission of non-creamy layer certificate application, it usually takes 30 working days to get approved from the date of receipt of the application.
✔ The income limit is based on the parents’ or spouse’s income, not the candidate’s income.

- NCL Certificate can be applied through nearest Common Service Centers (CSC) anywhere in Assam.
- The applicant can visit the Deputy Commissioners (DC) Office of the particular district of Assam for offline application.

- Visit the Official Website of the Assam Sewa Setu Portal.
- Click on Login/Register as Citizen.
- Create an account through e-pramaan authentication service if not registered.
- Now go to the home page and sign in with the credentials as per registration.
- Search for Non Creamy Layer Certificate in the Search Bar.
- Click on the Apply button given on the Screen.
- Now fill-up the online form and upload documents as per requirement.
- After all the above process click on submit button and pay the application fee online through UPI, Debit Card, Net Banking, etc.
- After the successful submission of the form, take a printout of the Acknowledgement Receipt or save the page as PDF and note the Reference Number.
- Now you will receive an SMS regarding your Income Certificate Application after submission.
