
An Employment Exchange Certificate is a document issued by the state government to the job seekers, providing a proof of their registration with an employment exchange of the applicant’s particular district. It’s an essential document for those who are seeking government jobs in India.
There are two types of online application process for Employment Exchange Registration:
1. Aadhaar-based Registration: This process is based on Aadhaar authentication, the applicant those who have aadhaar card belonging to an address of Assam state, they can register online in employment exchanges without visiting office physically.
2. Non-Aadhaar Based: This is a non-aadhaar based registration process, the applicant can choose this option only if he or she has no aadhaar card or their aadhaar card not belong to any districts of Assam State or their aadhaar card is blocked due to NRC related issues. They can visit the nearest employment exchange office in Assam for offline registration.
List of Documents Required for Employment Exchange Certificate Registration / Re-registration Online |
1. Proof of Age (any of the following):
- Birth Certificate
- HSLC Admit card
- School Pass Certificate
2. Proof of Residency (any of the following):
- AADHAAR Card with permanent address within the state of Assam (need to authenticate for the address verification with OTP at the beginning of the application). [copy of Aadhaar Card upload not mandatory]
- Certified Copy of Electoral Roll (either self or parents).
- Voter EPIC Card (either self or parents).
- Driving License (either self or parents).
- Copy of Chitha/Jamabandi (either self or parents).
- Indian Passport (either self or parents).
3. Educational Qualification (up to highest education only)
- Pass Certificates and Mark Sheets of Matriculation, Higher Secondary (10+2), Graduation, Post Graduation, etc.
4. Additional Qualification (if any):
- ITI, Diploma, Computer Certificate, etc.
5. Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants.
6. Non-Creamy Layer Certificate in cases of OBC/MOBC applicant (if available)
7. Documents to proof current employment status. (applicable only for Employed Person)
8. Experience Certificate (If any)
9. In case of P.W.D (Persons with Disability) candidate – Disability Certificate issued by Competent Authority.
10. Undertaking from Parents/legal Guardian (applicable only for applicant below 18 years of age).

✔ The above documents are only for Online Application with Aadhaar Based Authentication only.
✔ For renewal of certificate previous digital employment exchange card number is mandatory along with all the above-mentioned documents.

Benefits of holding an Employment Exchange Card/Certificate |
- State Government Job Vacancy Notifications: The job seekers who are registered in Employment Exchanges of own state, they receive job vacancy notifications from government newsletters.
- Access to Government Employment Program: The citizens who are holding an Employment Exchange certificate or card, they can apply in any job recruitment applications released by Government of Assam.
- Access to Atmanirbhar Asom Abhijan Program: The young entrepreneurs are also entitled to get benefits like financial assistance for Startup Assam or Entrepreneurship under Atmanirbhar Asom Abhijan introduced by Government of Assam with the help of Employment Exchange certificate or card.
Eligibility Criteria for Employment Exchange Certificate Application in Assam |
- The applicant must be an Indian Citizen.
- The applicant must be a Permanent Resident of Assam.
- Age of the applicant should be minimum 14 years and above while applying.
- If the applicant’s age is below 18 years, they will have to submit an undertaking for parents/legal guardian’s consent regarding registration with Employment Exchange of Assam
- For online registration, Aadhaar Card is mandatory for all the applicants.
- If the applicant is already employed with any organization, then they need to submit NOC from current employer.
- Only single registration is allowed in Assam State, multiple registration is not allowed.
How to apply an Employment Exchange Certificate in Assam |
Basically, there are three ways to apply an Employment Exchange Certificate in Assam. Following are the steps the applicant should go through-
- The applicant can apply Employment Exchange Certificate online through Sewa Setu Portal of Assam Government. (Only if they have Aadhaar Card belonging to Assam residency)
- Employment Exchange Certificate can be applied through nearest Common Service Centers (CSC) anywhere in Assam.
- The applicant can visit the nearest Employment Exchange Office of the particular district of Assam for offline application. (If they don’t have Aadhaar Card for any reason)
Employment Exchange Certificate Apply Online Assam step-by-step procedure:
- Visit the Official Website of the Assam Sewa Setu Portal.
- Click on Login/Register as Citizen.
- Create an account through e-pramaan authentication service if not registered.
- Now go to the home page and sign in with the credentials as per registration.
- Search for Registration of employment seeker in Employment Exchange for AADHAAR based in the Search Bar.
- Click on the Apply with Aadhaar (Recomended) button given on the Screen.
- Now fill-up the online form and upload all the documents as per requirement.
- After all the above process click on submit button and pay the application fee online through UPI, Debit Card, Net-Banking, etc.
- After successful payment, the applicant need verify his/her E-mail Id with OTP.
- After the OTP verification and successful submission of the form, take a printout of the Acknowledgement Slip or save the page as PDF and note the Reference Number.
- Now you will receive an SMS regarding your Employment Exchange Certificate Application.
- Finaly you can Download your Employment Exchange Certificate instantly after submission and take a printout on Bond Paper and save it as PDF for future requirement.
